Biography
Mactar Seck is an Economic Affairs Officer in the Green Economy Innovations & Technologies Section at the Technology, Climate Change & Natural Resource Management Division. His areas of expertise include economics and electrical engineering. Prior to joining ECA, he worked as a Researcher for the Academy of Science and Technologies, Senegal and as Director General at Senegalese Telecommunications Regulation Agency (ART), Senegal. He also worked as a Lecturer for the University Cheikh Anta Diop, Dakar, Senegal, where he taught policy programme and development. Recent publications address topics such as the role of fiscal policy in post-conflict African countries and national ICT/STI Policy. Mr. Seck holds a Ph.D. from the University of Metz, France.
