Biography
Robert Tama Lisinge is an Engineer and a regional infrastructure development strategist. He is also a trade and transport facilitation specialist and a leading road safety expert in Africa. Robert has over 20 years of experience in undertaking research, providing technical assistance and advising African countries and organisations in these areas. He has been actively involved in all major infrastructure development initiatives in Africa since 2000, including the Programme for Infrastructure Development in Africa (PIDA), NEPAD Presidential Infrastructure Champion Initiative, and infrastructure and services flagship projects of African Union’s Agenda 2063, including the Single African Air Transport Market (SAATM). He played a leading role in articulating the African Road Safety Action Plan (20211-2020) and the continent’s post-2020 Road Safety Strategy. He has represented the Economic Commission for Africa (ECA) in the Steering Committee of PIDA and Executive Board of the African Transport Policy Programme (SSATP); and is the Commission’s Focal Point for the United Nations Road Safety Trust Fund (UNRSTF). He also represents ECA in the Task Force created to develop a global Action Plan for the Second UN Decade of Action for Road Safety (2021-2030), and is a member of the FIA High-Level Panel Experts Group. He makes inputs to ECA’s flagship publications, publishes in peer reviewed journals and delivers courses on transport infrastructure development at the African Institute for Economic Development and Planning in Dakar, Senegal. Robert is currently the Chief of the Energy, Infrastructure and Services Section of the Private Sector Development and Finance Division of ECA, based in Addis Ababa, Ethiopia. The Division focuses on crowding-in private sector investment in African countries, particularly in the area of infrastructure. He holds a BSc degree in Civil Engineering and an MSc degree in Transportation Engineering. He also holds an MPhil and a degree of Doctor of Business Administration from the Maastricht School of Management in the Netherlands. Prior to his current position, he was the Chief of the Operational Quality Section of the Strategic Planning and Operational Quality Division of ECA.
