Biography
Marlon Lezama is a highly experienced senior international management and capacity development professional with over thirty years of innovative experience and achievements in managing globalisation programs in a complex, results-oriented business environment in sustainable and private sector development, SME development, regulatory and investment policy and administrative reform, public financial management, business enabling environment, institutional strengthening, trade and competitiveness and partnerships and resource mobilisation. He has, over the past twenty-five years, collaborated extensively with major international donors and managed multi donor programs and projects working closely with key stakeholders. Before joining the UN ECA in 2015, he worked for over ten years with the World Bank Group in South Asia (IFC Regional Program Manager-Business Enabling Environment on a US$50 million Private Sector Enterprise Development Facility); Washington DC (IBRD-Global Program Coordinator for two pro-poor US$44 million initiatives engaging the private sector in the delivery of energy and water and sanitation services); East Asia, (IBRD-Senior Program Manager for a US$49 million Planning and Financial Management Capacity Building Program in East Timor, and East Africa, (IBRD, Senior Program Coordinator for a US$350 million per annum Budget Support/Public Financial Management Program in Uganda. Prior to the World Bank Group, he was attached to the Commonwealth Secretariat in London, United Kingdom for sixteen years as Chief Programme Officer, Trade and Competitiveness, working at the highest levels with governments, public and private sector agencies and civil society organizations in over 40 Commonwealth countries providing policy and strategy advice to enhance investment related export-orientated business growth, private sector development and competitiveness. Prior to the Commonwealth Secretariat, he worked with the Caribbean Community Secretariat for two years as a Senior Marketing Specialist and before this, he worked for six years in Latin America and the Caribbean in middle to senior marketing management positions in the private sector during which time he was also a free-lance photojournalist with the Trinidad Express Newspaper.
