Biography
Marcel Bolboaca is Chief of the ICT User Services Unit, Information and Communications Technologies Services Section, at the Publications, Conference & Knowledge Management Division. His areas of expertise include systems engineering, data networks and information management. Prior to joining ECA, he worked as a Telecommunications Services Manager at the United Nations Office at Geneva. He is associated with the Office of Information and Communications Technology (OICT) Strategic Projects Team. Mr. Bolboaca holds a M.A. in military telecommunications from the Military Technical Academy, Bucharest, Romania.
